Center for the Study of Homeland Security

The September 11th terrorist attacks brought concerns about Homeland Security, and considerations of military approaches to Homeland Defense, to the forefront of public attention and the national policy agenda. However, Homeland Security is a broad and complex field that involves far more than foreign terrorist groups or responses of guns, guards, and gates.' It is instead a complex area that requires a variety of conceptual approaches, and communication and coordination between all levels of society. Water and other natural resource security, earthquakes and other disasters, cyber-crime, and a wide array of human security threats demand public attention and the competition for resources as well. The Center for the Study of Homeland Security is therefore engaged in the vital work of promoting understanding these array of challenges and the most effective theoretical and policy responses.


About

The Center for the Study of Homeland Security (CSHS) at CSU Pueblo provides the Southern Colorado region with university opportunities to study the growing field of Homeland Security, and also prepare them to succeed in related careers that include government, military, and high technology industries. The region that CSU Pueblo serves includes five major Air Force bases, one of the largest Army bases in the United States, and several joint national and international military commands, including North American Air Defense Command, and the U.S. Space Command. In addition, there are large numbers of career professionals serving in homeland security-related fields in the Pueblo area, including federal, state, and local agencies involved in law enforcement, fire fighting, immigration, drug enforcement, customs control, and correction institutions. There are also a number of corporations providing security and military equipment and technical expertise.

CSHS fills a vital need in the Southern Colorado Community for either basic career preparation or continuing education for the many professionals already involved in the business' of homeland security. No other university or college in the region currently offers a comprehensive homeland security program at the undergraduate, or continuing education level. CSU-Pueblo is a member of the partnership consortium of the Homeland Security and Defense Education Consortium Association (HSDECA, ) sponsored through the Department of Homeland Security, that has established national accreditation standards for higher education programs.

Professor
  • Capt. Todd C. "Charley" Davis
  • Adjunct Professor at the Center for the Study of Homeland Security
  • Capt. Davis is Military Support Specialist in the Theater Strategy and Campaign Plans Division of the J5 Strategy, Policy and Plans Directorate, Headquarters, North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM). Specializing as a maritime expert, he assists in the development of NORAD strategy, policy, plans and requirements for the safeguarding of the United States and Canada via assigned missions of aerospace warning, aerospace control, and maritime warning.  For USNORTHCOM, he develops theater strategy and campaign plans to accomplish primary missions of homeland defense, support to civil authorities, and security cooperation with Canada, Mexico and The Bahamas. Prior to this position, Mr. Davis retired from the United States Navy in September of 2012 as a Captain, completing 32 years of service.

Daniel Olson
  • Daniel Olson, J.D.
  • Adjunct Professor at the Center for the Study of Homeland Security
  • Professor Olson teaches Homeland Security & the Law (POLSC 374).  Before teaching at CSU Pueblo, he served as a Judge Advocate in the United States Air Force, retiring after a 21-year active duty career. Professor Olson developed a passion for higher education while serving a five-year tour as an Assistant Professor of Law at the United States Air Force Academy (USAFA).  There, he taught the academy’s foundational law course, upper-level Business Law course, and senior-level Commander & the Law Course.  Before serving at USAFA, he served as a Staff Judge Advocate at home (Columbus AFB, MS) and abroad (Bagram Airfield, Afghanistan). He also taught for three years at the Judge Advocate General’s School and served as the Chief of the Air Force’ Medical Law Field Support Center and as a regional Medical Law Consultant.

  • Mark Tallman, Ph.D.
  • Adjunct Professor at the Center for the Study of Homeland Security
  • Dr. Tallman is a security and emergency management consultant with experience in risk assessment, security and emergency planning, business continuity, energy security, security technology research, counterterrorism research, and exercise design. Dr. Tallman was a project manager for the Program on Terrorism and Insurgency Research at the Sie Center for International Security and Diplomacy. He has delivered security research and emergency planning services for state, county, municipal, foreign, public, private, and non-profit clients. Tallman has a Ph.D. from the University of Denver’s Josef Korbel School of International Studies, with international security concentration. He has an M.A. in Global Politics from Illinois State University, and a B.A. in Political Science/International Relations from Northern Illinois University. Dr. Tallman is certified by the Disaster Recovery Institute as an Associate Business Continuity Planner (ABCP). He is Executive Director of Creative Assurance LLC, a Colorado-based security and emergency planning consultancy.
