CSU System Approves Budgets Amid State Funding Challenges
The Board of Governors of the Colorado State University System approved operating budgets for its campuses for fiscal year 2026–2027, with plans designed to maintain affordability and financial stability during a challenging state and federal funding environment.
Colorado entered the budget cycle facing a projected state shortfall approaching $1.5 billion. The final state budget provides essentially flat funding for higher education while limiting resident undergraduate tuition increases to 3.5%. Although the outcome was better than early projections, operating costs continue to rise faster than available state support.
CSU leaders said the combination of mandatory cost increases, constrained state funding and uncertainty surrounding federal research support required campuses to make difficult budget decisions while protecting long-term financial stability.

Structural Deficit Addressed
CSU Pueblo's FY27 plan addresses a $2.4 million structural deficit through budget restructuring, operational efficiencies and organizational changes.
Resident Tuition Increase
Tuition for Colorado resident students will increase 3.5%, consistent with the limit established by state lawmakers.
Nonresident Tuition Increase
Tuition for nonresident students will increase 5% for the upcoming fiscal year.
Planned Savings
Approximately $1 million in savings is planned within the Education and General budget, with another $1 million identified within athletics.

Maintaining Support for Students and Employees
As a federally designated Hispanic-Serving Institution, CSU Pueblo plans to maintain student financial aid levels while continuing investments in student support services and academic operations.
The university's budget also preserves equity increases for lecturers and senior lecturers and includes a 1% salary increase for faculty and administrative staff.
A Challenging Funding Environment
State support and tuition levels are closely connected. When state appropriations do not increase alongside operating costs, campuses must balance affordability for students with the resources necessary to maintain academic programs and university operations.
The CSU System continues to navigate rising mandatory costs as well as uncertainty surrounding federal research funding and other external revenue sources.
