Bylaws Review and Update 2022-2023

The APC is currently reviewing and updating our Bylaws. APC membership is invited to review the changes and make recommendations of any additional changes. The timeline for the process is as follows:

  • October 5 sub-committee submits changes to executive committee 
  • October 12- APC 1st reading
  • November 9- 2nd reading
  • November 9 noon to November 23 noon online voting
  • November 23 5 pm results announced
  • November 30 strike through and clean copies sent to General Counsel and President with a summary of changes
  • Once approved by President and general counsel the general counsel will work with Parliamentarian to create the resolution and then general counsel will present the four documents to BOG.
  • Once BOG approves, they go into effect.  

Summary of the Changes:

  • change university name throughout by removing hyphen
  • define officers and reps as executive committee 
  • Take a Vice-chair duty and add it to chair
  • require secretary to provide notice of meetings which include location/zoom link
  • change election timeline so that elections and any run-offs happen before end of July
  • provide a requirement that voting results be reported no later than 7 days after election closes
  • setup run-off timelines
  • change terms of office for all officers to two-year terms and not more than two consecutive terms in an office without a break. At-large reps a maximum of four years as a rep without a break. Parliamentarian has 3 consecutive terms to provide history
  • chair and vice chair in even academic years and treasurer, secretary, and parliamentarian in odd years. There is transition language to align treasurer and parliamentarian. 
  • changed names of university committees and provided language for new committees and name changes without constantly changing bylaws. 
  • added APC standing committees: scholarship, social, community service, and professional development. Also allows us to create ad hoc committees
  • establishes constitution and bylaws take precedence over Robert's Rules Current Edition
  • makes meeting agendas match practice
  • Requires a REVIEW of bylaws in even numbered academic years
  • calls legal counsel as correct title
