Colorado Promise and Pack Promise Programs

CSU Pueblo Expands Pack Promise.

Starting in Fall 2026, eligible Colorado students may qualify for the State of Colorado’s Colorado Promise refundable tax credit. Learn more about the state program at cdhe.colorado.gov/colorado-promise. CSU Pueblo also offers Pack Promise to help eligible students reduce out-of-pocket tuition.

Pack Promise Eligibility (CSU Pueblo program)

> Must be a Colorado resident
> Must complete the Free Application for Federal Student Aid (FAFSA) by May 1 for the Fall 2026 semester*
> Must have a total family income of $70,000 or less based on the FAFSA
> Must be an in-state, first time college student or transfer student with a gross family income of up to $70,000
> Must be enrolled full-time (12 credits per semester)
> Pack Promise pays for a maximum of 15 credits per semester
> Must maintain a 3.0 cumulative GPA or higher in future years
> Eligibility will be determined annually

*Students who are not eligible to complete the FAFSA must complete the Colorado Application for State Financial Aid (CASFA) by May 1st for the Fall 2026 semester.

Pack Promise will provide awards for the remaining amount of in-state tuition after all state, federal, and institutional grant and scholarship aid has been awarded.

To determine the Pack Promise amount, the tuition charged is reduced by the total dollar amount awarded from other student financial aid awards for the academic year, including, state and federal grants, and all CSU Pueblo institutional grants and scholarships.

Pack Promise recipients will be guaranteed free tuition for one year, but may be renewable for 4 years for freshmen students and renewable for 2 years for transfer students as long as the student maintains full-time enrollment and a GPA of 3.0 or higher.
